Gangbyeon SeojaeA Han River Cafe Inside the National Assembly, Open to Anyone

The coffee is ordinary and so is the bread. That is the honest part, and it comes first.

Save places to build a route

The view is not ordinary at all. Which is why the trip is still worth it.

It is inside the National Assembly

This is the most important thing in this post.

Gangbyeon Seojae sits inside the grounds of Korea's National Assembly, on the second floor of the building next to Sarangjae, and the Assembly runs it. Members of the public can walk in.

Drinking coffee and looking at a river from inside a national legislature is not a common experience. That is what this cafe actually is.

Two views

  • The window wall — sit inside and the whole river fills the glass
  • The rooftop terrace — artificial turf, parasols and chairs, with the Mapo and Hapjeong skyline open across the water

Window seats are competitive. Everyone is waiting for one. I suggest around 10:00 AM for a relaxed seat, and going at opening time at weekends.

What it looks like — the rooftop terrace

The open rooftop is laid with a green surface that looks like turf, with white metal chairs, low benches and folded parasols. People sit with their chairs turned toward the railing, looking at the river, and one person leans on the railing to take a photo. Beyond the glass railing, the Han River, a bridge and the skyline of the city on the far side stretch out. The sky is clear with almost no clouds.

Cherry blossom season is the peak

Yunjung-ro, right beside the Assembly, is one of Seoul's most famous cherry blossom streets. In spring the whole of Yeouido fills up because of it. From the cafe you get the river and the blossom together.

Expect crowds too. Yeouido during blossom season is one of the busiest places in Seoul.

Then walk the river park

Yeouido Han River Park is directly below. Coffee, the view, then down to the water — that is the natural order.

This is the best way to use the place: see the river from above at the cafe, then walk beside it in the park.

Practical notes: hours and entry

  • Closed Sundays. Saturday starts at 11:00 AM
  • Closes at 7:00 PM. Depending on the season, that can be tight for sunset
  • The bread tends to be gone after lunch. If bread is the point, come in the morning
  • It opens at 8:30 AM on weekdays — rare for a Han River view cafe in Seoul

On entry: the rules for entering the Assembly grounds can change and differ by building, so bring your passport to be safe.

Who this cafe suits

  • ✅ You want to look down over the Han River properly
  • ✅ You need one cafe during a Yeouido day
  • ✅ You plan to walk the river park afterwards
  • ✅ You are in Seoul for the spring blossom
  • ✅ You like places other visitors do not reach (it is inside a parliament)
  • ✅ You want a proper bowl of noodles in Yeouido before or after coffee — Beyond Vietnam, National Assembly branch is close by
  • ⚠️ Go for the coffee and bread alone and it is unremarkable. You go for the view
  • ⚠️ Closed Sundays · closes 7 PM · bread sells out early
  • ⚠️ The good window and rooftop seats are contested
This comes from an actual visit. Cafe hours and the Assembly's entry rules can change, so it's worth checking again before you go. Prices and hours are (as of Aug 2026).
